Key findings
A suo-moto case, not a complaint
HP-PERC registered the matter on its own motion as Suo-Moto Case No. 11 of 2023, described in the reply as an “Issue regarding 153 fake degrees in the name of IEC University”.
Two committees, three days on site
A first committee constituted on 13.09.2023 visited on 15.09.2023; a second, constituted on 16.11.2023, inspected on 17 and 18 November 2023.
Records checked on seven parameters
The second committee verified admission forms and supporting documents, fee records, departmental attendance, examination forms, gazettes, university-issued documents and green sheets.
Department heads confirmed attendance
Each of ten department heads was summoned individually to the registrar's office and, per the first committee's report, personally confirmed that all 153 students had consistently attended classes.
Second committee saw no probable irregularity
Its report states the committee “is of the opinion that there are no any probable chances of irregularities in admitting these 153 students”.
One attendance record missing
For one student in the Chemistry list (registration number H15IEC BTCE 019, 2015 batch) the attendance record was missing; the report records that it “seems” to have been lost, other documents being available.
Still pending as at May 2024
The Commission described the status as “pending adjudication” and action as “pending”. The case was disposed of the following week — see the companion record.
