Telangana intermediate board says 65 junior colleges submitted fake fire safety NOCs
The Telangana Board of Intermediate Education says inspections found 65 junior colleges had filed fake fire no-objection certificates, as it defended penalties and affiliation decisions against college managements' criticism.

The Telangana Board of Intermediate Education (TGBIE) says inspections found that 65 junior colleges had submitted fake fire safety no-objection certificates (NOCs), according to reports by Deccan Chronicle on 24 October and Careers360 on 25 October.
The board made the disclosure while responding to criticism from the Telangana Private Junior Colleges Management Association, which has objected to penalties and affiliation decisions for the 2026-27 academic year.
What the board said
According to the reports, only 15 of the colleges flagged obtained fresh, valid fire NOCs despite repeated reminders, while 12 others are still completing documents or shifting premises. Affiliation and access to the admission module will be granted to those 12 only after full compliance, Careers360 reported.
The board said 3,241 junior colleges across the state have received admission permission for the current year. It said 27 colleges applied for nil admissions after recording no first-year enrolment, and that affiliation cannot legally be granted to an institution without enrolled students. The management association has described these as cancellations and has asked for fines to be withdrawn.
Careers360 reported that the board has imposed penalties of more than Rs 4 crore on corporate colleges between July and October for various violations, and has set up a high-level compliance committee. The board said students who have already taken admission and paid examination fees will not be affected.
Why it matters
Fire safety certification is a condition for recognising a college building as safe for students. A forged NOC undermines the inspection system that parents rely on when choosing an institution. Earlier this year, Telangana authorities said they would build a system to verify fire NOCs electronically.
What parents and students can check
Before admission, families can confirm on the TGBIE website that a junior college is affiliated for the current year, and ask the management for its fire NOC details, which can be checked with the state fire services department.
