Rajasthan SOG arrests Tajikistan-trained MBBS graduate over alleged fake FMGE pass certificate
The Special Operations Group says the accused failed the foreign medical graduate screening test three times and allegedly paid brokers Rs 22 lakh for a forged pass certificate used to seek internship registration.

Rajasthan Police's Special Operations Group (SOG) has arrested another foreign-trained medical graduate in its continuing investigation into forged Foreign Medical Graduate Examination (FMGE) certificates, according to reports in Amar Ujala and Rajasthan Patrika on 28 October.
The accused, from Kotputli-Behror district, studied MBBS in Tajikistan and returned to India in 2022. Indian citizens who qualify in medicine abroad must pass the FMGE, conducted by the National Board of Examinations, before they can register and practise in India.
The allegation
According to the SOG, the accused failed the screening test three times between December 2022 and December 2023, and then allegedly paid Rs 22 lakh to brokers for a forged pass certificate made to look like an NBE document. He allegedly used it to apply to the Rajasthan Medical Council for internship registration. Police said he went into hiding as the investigation widened and was traced and arrested in Jaipur.
Reports name two alleged brokers from Dausa and Alwar; one has been arrested and the other is still being sought. The case was registered at the SOG police station in February 2026.
A widening investigation
Amar Ujala put the total number of people arrested in the case at 37, including a former registrar of the Rajasthan Medical Council, while Patrika reported that 32 fake doctors had been jailed so far. Additional Director General Vishal Bansal told reporters that graduates who had not cleared the FMGE allegedly registered with the council on forged certificates and then began internships at medical colleges in the state.
Patrika reported that about 100 more doctors trained in countries including Russia, China, Kazakhstan, Kyrgyzstan and Ukraine are under watch, with their certificates being matched against NBE records. Investigators are also examining whether any council employee helped accept the forged documents. Those arrested are accused and have not been convicted.
Checking a foreign medical graduate's status
Hospitals and medical colleges should not accept a printed FMGE pass certificate on its own. Results can be confirmed with the National Board of Examinations, and registration status can be checked with the relevant state medical council or the National Medical Commission before an internship or job begins.
