Pakistan Senate human rights panel seeks HEC and Foreign Office records on overseas admission frauds
Pakistan's Senate Functional Committee on Human Rights has called for an impartial investigation into a case linked to allegedly fake US university admission documents and summoned education and foreign affairs officials to its next meeting.

A Pakistani Senate committee has called for a transparent investigation into a case reportedly linked to fake admission documents for higher education in the United States, and has summoned the Higher Education Commission (HEC) and the Ministry of Foreign Affairs to its next meeting, according to reports by Business Recorder, TechJuice and Minute Mirror published on 27 and 28 October 2026.
What the committee discussed
The Senate Functional Committee on Human Rights, chaired by Senator Samina Mumtaz Zehri, met in Islamabad and was briefed on the death of a university graduate from Islamabad. According to Business Recorder, the case was reportedly linked to alleged financial fraud involving fake admission documents for study in the United States.
A senior Islamabad Police officer briefed the committee. The chair directed authorities to carry out an impartial investigation and submit a detailed report. Minute Mirror reported that a criminal case had been registered against two people accused of taking money in connection with the purported admission and scholarship, and that investigators found the documents to be fake. The accused have not been convicted.
Officials summoned
The committee objected to the absence of HEC and Foreign Office representatives and directed both to attend the next meeting with relevant records. Business Recorder reported that this includes details of action taken against fraudulent education consultants.
Members also noted that about Rs5 million had been recovered in a separate overseas education, visa and employment fraud case. TechJuice reported that the committee asked police, the FIA, the National Cyber Crime Investigation Agency, the HEC and the Foreign Office to coordinate, and urged awareness campaigns in universities and colleges.
How students can protect themselves
Admission and scholarship offers can be checked before any money changes hands. Students can confirm an offer directly with the university's admissions office using contact details from the university's official website, not the email or letter received. Genuine scholarships are listed on the awarding body's own website. A US study visa also requires a genuine school-issued Form I-20, which the institution itself issues. Students should be cautious of agents who ask for large cash payments or promise guaranteed admission.
