In a shocking case of academic fraud, Sujay Kumar Srivastava, a resident of Chakradharpur, Jharkhand, has been exposed for using a forged Bachelor of Physical Education (B.P.Ed.) degree falsely attributed to Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU). Sujay managed to misuse the degree from 2014 to 2024, getting it attested by the Ministry of External Affairs (MEA) and the United Arab Emirates (UAE) — until he finally attempted to get it verified by the university and was caught red-handed.


The Forgery: How It Happened

Sujay claimed to have passed the B.P.Ed. program in 2013 under Roll No. 05401. He presented forged degree and marksheet documents and got them attested by both the MEA and the UAE Embassy, using them to gain benefits abroad.

The documents looked authentic to the untrained eye — but once formal verification was sought directly from Nagpur University, the truth came out.


University’s Verification & Response

Upon formal inquiry, the Assistant Registrar of RTM Nagpur University confirmed:

“No records traceable. The degree and marksheet submitted by Sujay Kumar Srivastava are not found in our university database.”

These findings conclusively proved that Sujay never studied or graduated from the University, making the degree and all endorsements completely fraudulent.


Why MEA Attested a Fake Degree: The Misconception

Many fraudsters exploit a common misunderstanding about Ministry of External Affairs (MEA) attestation.

According to the official website of the MEA:

“The Ministry of External Affairs legalises documents on the basis of the signature of the designated signing authorities of the State Government/Union Territory/Chambers of Commerce. Hence, it does not take responsibility for the contents of the documents.”

In simple terms:
The MEA does not verify the authenticity of the degree, only the authenticity of the official signature it receives from state authorities. Therefore, if a forged document manages to carry a forged or misused signature/stamp of a state-level officer, the MEA may stamp it — without verifying the content.


Stamping ≠ Verification

In India, many applicants mistakenly believe that an MEA stamp or HRD attestation is proof that a document is genuine. This is not true.

Stamping is not a verification process. It is simply a formal stamping procedure, often done for a small fee (₹50 per stamp), and it does not involve content authentication.

Fraud agents exploit this gap by:

  • Creating fake degrees on colored paper

  • Using forged rubber stamps or fake designations

  • Offering so-called “HRD attestation” without actual government processing

During in-person verification at universities, these fake degrees collapse immediately.


10 Years of Deception Ends in Exposure

From 2014 to 2024, Sujay used the fake degree for employment and documentation abroad. Despite managing to get MEA and UAE stamps, he could not pass the university’s direct verification.

This proves that only the issuing university can confirm whether a degree is genuine. No amount of attestation or stamping can replace this.


Legal Consequences Await

Submitting forged educational credentials is a criminal offense, punishable under Indian and international laws. Using such documents for immigration or employment abroad can result in:

  • Blacklisting

  • Deportation

  • Permanent bans

  • Criminal prosecution
