In July 2024, the Crime Branch-Criminal Investigation Department (CB-CID) initiated an investigation into a counterfeit certificate scandal associated with Annamalai University in Tamil Nadu. This action followed the transfer of the case from the Killai police, as directed by the Director General of Police (DGP).
Discovery of Fake Certificates
On June 18, 2024, examination officials from Annamalai University, acting on a tip-off from residents of MMI Nagar in Kovilampoondi near Parangipettai, inspected garbage bins in the area and discovered university certificates, which were confirmed to be fake. The officials immediately informed the Killai police station.
Initial Arrests and Seizures
Following the discovery, police seized the fake certificates and related documents, filing a case under multiple sections based on a complaint from Dr. A. Prabagaran, the registrar in-charge of Annamalai University. Two suspects, N. Sankar Dikshitar and S. Nagappan from Chidambaram, were identified and arrested. The authorities confiscated nearly 100 forged certificates and the printing equipment used in their creation.
CB-CID's Involvement
Upon recommendation from Cuddalore Superintendent of Police R. Rajaram, DGP Shankar Jiwal ordered the transfer of the case to the CB-CID on June 19, 2024. The CB-CID team, led by Villupuram range Additional Deputy Superintendent of Police V. Gomathi, commenced their probe on July 6, 2024

The investigation revealed a broader network involved in the distribution of fake certificates. In September 2024, the CB-CID arrested Subbiah Pandian, the Tamil Nadu president of the All India Siddha Doctors Association, for allegedly acting as an agent in the racket. He was found to have facilitated the acquisition of counterfeit certificates for individuals practicing Siddha medicine without valid credentials.
